The difference between standard unlicenced, use out of the box, two-way radios are that they do not require a licence to use them. That is because they come with a set frequency band you can use PMR446. The downside is that lots of people use this same frequency band and it does not offer the same outdoor range as a decidated, licenced radio tuned to your own frequency band.
